Board of Commissioners

Theresa Lee

Representing Walnut Valley Water District on the PBWA Board, Ms. Theresa Lee, is a resident of Diamond Bar. Ms. Lee is the current owner of a customer brokerage company and is a member of the Foreign Trade Association and the National Customs Brokers & Forwarders Association of America. Director Lee holds a Bachelor’s degree in Biology from the University of Southern California.

Robert W. Lewis

Representing Rowland Water District on the PBWA Board, Robert Lewis has lived in Southern California for over 50 years, and has lived in the Rowland Heights area since the mid 1980’s. Director Lewis is a Veteran of the U.S. Army. He attended Cal State Fullerton, where he earned a certification in Industrial Process Controls and subsequently worked as a field engineer and is now retired.  Director Lewis currently represents Rowland Water District on the Association of California Water Agencies (ACWA), the Joint Powers Insurance Authority (JPIA) and the Regional Chamber of Commerce of San Gabriel Valley, Government Affairs Committee.

Anthony J. Lima

Representing Rowland Water District, Anthony Lima was raised in the La Puente area and currently resides in Hacienda Heights. Mr. Lima, in partnership with his brother, owns a trucking company in the city of Fontana. Prior to setting up his own business, he worked in the family trucking business. Director Lima also serves on the Pomona-Walnut-Rowland Joint Water Line Commission.

Henry Woo

Representing Walnut Valley Water District on the PBWA Board, Mr. Henry Woo has lived with his family in Rowland Heights since 1980. He received his Bachelor of Science and Master of Architecture degrees from Cal Poly Pomona. In conjunction with his duties on the Board, he serves as a member of the District Engineering Committee and alternate member of the District’s Finance Committee.

Alternates

Tom Coleman

Mr. Tom Coleman was appointed General Manager of Rowland Water District in December 2014 after serving as the District’s Assistant General Manager.  He reports directly to the Board of Directors and provides leadership and direction to the team of 26 hard-working professionals. Setting an example in his field, Mr. Coleman is personally committed to building Rowland Water District’s position as a best in class organization and maintaining its impact as a leader in the region.

SCARLETT P. KWONG

Ms. Kwong, a Diamond Bar/Walnut resident since 1998, holds a Bachelor of Science degree in Math/Computer Science from the University of California at Los Angeles. She was formally a Project Engineer/Planning and Budget Manager in aerospace companies developing software systems for NASA Satellite Systems. Ms. Kwong was the WVWD 2016 Board President, and also serves as a member of the Personnel Committee and an alternate member to the Finance committee. Currently she is the President of the Chinese Institute of Engineers – Southern California Chapter and Board member of the Miss Diamond Bar Pageant.
